You can start off by applying for different types of scholarships, most are open to legal residents (you don’t have to be a citizen). Fill out a FAFSA once you’re in your senior year. You don’t have to be a citizen to fill it out…and yes, you can qualify for financial aid (grants AND loans) but that all depends on your family’s income. Even if you live alone, take care of yourself, and don’t get financial help from family, you still have to include them in your FAFSA application until you turn 24. I would suggest you speak with your counselor at school, they should be able to give you helpful advice. Also, you can research a little more visiting the FAFSA webpage. Here is the link. Hope this helps! http://www.fafsa.ed.gov/

My advice is to become a US citizen, particularly before you apply for FAFSA money (since you won’t get anything if you are not a US citizen). You could get a job to start saving money for college (but if you are already really poor, the saved money could hurt you in terms of getting FAFSA–if you/your family have a good income, go ahead and get the job because you won’t get much FAFSA money.

You’ll probably have to take out loans and start paying for college. But you’ll have to be a US citizen first.
