Try to surround yourself in it. Listening to music in english, watching movies or television in english all help the learning process. But these will mostly help comprehension, vocabulary, and understanding as a listener. The only way to get good at speaking a language is to constantly practice speaking in it.

Since I’m not sure where you’re from, nor am I sure which “English” you’re referring (Brits, Jamaicans, Austrailians, and people in the U.S.A all speak English), be aware of the various dialects of English. If you’d like to be fluent in the most widely-spoken dialect of English a particular country, listen to the country’s radio and television news programming. This type of programming typically has broadcasters who speak with the country’s most mainstream dialect.

Like the other two users who advised you, I agree with them!
Naturally, you should read English books that are of interest to you – Novels, Fiction etc, and have a dictionary nearby, it helps because the dictionary will explain the meaning and also the correct pronounciation.
One more thing, do not be shy, even if you slip up in your spoken English, plunge in, speak it irrespective of whether your pronounciation is correct or not. Most (not all, hehe) will not laugh at your blunders, speak English with your friends, encourage them to do so, lastly do not mix your spoken native language with English, avoid it!

I assume English is not your first language. If that is the case, having conversations with English speaking people is your best bet. Otherwise, listening to conversation and watching movies are good too.
