how do you solve your community problem what program would you create to solve this?

Right now its graffiti that kids or gangs right on private property. Are the homeowners responsible for their own clean up which is unfair when they didn’t do it. Or is the city/town responsible for clean up. Exciting place to live isn’t it? lol
