Penny Wars was always pretty successful at my school – great fundraiser and helped build school spirit at the same time.

What you do is set out a jar for each grade at lunchtime. Each penny in the jar is a point for that grade. Anything other than pennies counts as negative points – a nickel is minus five points. What ends up happening is that students from each grade will try to not only raise their own points but also sabotage the other grades’ jars by putting in dollar bills – minus 100 points! – and the net result is more money raised. Whichever class has the highest number of points wins. Of course, more often than not, even the winning class is still somewhere in negative points… 😉

Fund raising ideas:

1.) Students pay a specific amount to vote for a teacher to wear a funny costume for a day. Say students pay a quarter per vote, have 6 or so teachers lined up to be ready to participate, and have a funny costume, like a bunny, chicken, or even your school mascot.

2.) Administrator for a day – students pay a specific amount to get themselves to be principal for the day, counselor for the day, etc. Say students pay a quarter to vote for themselves for a specific position. Have the administrators have “duties” prepared for the kids on the day the kids get to do it.

3.) Valentine’s carnations – sell carnations to be delivered on Valentine’s day, the different colors represent something (red – love, white – friend, pink – secret admirer, etc.). Sell them for a week or so before valentine’s day, the “buyer” needs to write down who it needs to go to, their homeroom class, the color, and any message. When all orders have been placed, you know exactly how many of each color to get, and you can easily distribute them by homeroom. Be sure to charge at least 50% more than they will cost you – getting them for 50 cents, charge a dollar.

As for the student council part, I don’t know much about that, but I know you need officers. Do a google search on Flip Flippen and his student leadership courses – they have been very sucessful in my district.
