“Is there?”, “is it?”, and similar questions are closed-ended — meaning only a yes or no response is what is expected. If someone wants further information, they should ask an open-ended question. Likewise, you could respond with yes or no, and then ask if he/she would like further explanation.

Yes, it is.

No, but it may belong to that gentleman.

No, I don’t know whose it is.

Is your mother well? Yes, and yours?

Is your mother feeling better? Yes, thank you for asking.

Is this your wallet? Yes! Thank you so much!

Is this the way to Highway 15? Yes, but you will need to turn left at the next stop light.

Is Yahoo Answers the best way to get correct information? Sometimes, but it’s always good to do some research on your own, too.

Yes or no would be OK as long as the asker and answerer are talking about the same “this.”

It is acceptable once the conversation is flowing just to say ‘yes’ or ‘no’.

However, it is less abrupt to say:

‘Yes, it is’

or

‘No, it isn’t’

You can just say “yes” or “no”…but if you want to be clear you should say “Yes, it’s mine” or “No, it’s not mine”. I hope that helps.
