How are college degrees from foreign countries look at here in the USA by the employers? Would you hire this foreign person if they were legal to work in the USA? Would you watch this employee more closely at first? Any constructive comments are welcome. Thanks

It depends on the foreign country. If the country is Canada, Western Europe, Australia/NZ, maybe Japan then there is unlikely to be any problem. Once you start going beyond that it gets a bit tricky.

It depends on the field you’re working in, the country you are from, and the school you attended.
In general, many employers in the US will ask that any person with a foreign degree have that degree verified by an outside verification company, to see if the school is reputable and if the degree is actually equivalent to that of a comparable US degree.
And there are some schools which, especially in certain industries, have such a good reputation that their graduates are well respected in the US. IIT in India, for example, in the engineering field.
