I think Teddy Roosevelt may have indeed said that.
It was Harry Truman who said –
“Walk softly and carry a big stick.”
Since Truman was President around 40yrs after Teddy Roosevelt, he probably cleaned up the quote a bit as to not to offend the masses.
And yes, that was the 1st step towards the politically correctness we enjoy today.

Smooth Jones is right, he said “speak softly and carry a big stick”. I really don’t think Teddy Roosevelt ever would have said anything about holding your dick.
