Who consulted the government?…where did they look up the answers on how to set the threat levels? How did the government determine what actions are considered Low, Guarded, Elevated, High and Severe? Here’s a good place to start: http://hewgill.com/threat/

While the government was trying to figure out the best way to make TALS (how to organize it, probably how many levels, when to change the levels, etc.), who did it ask for help? Did it ask for input/suggestions from scientists, terrorism experts, think tanks, local law enforcement officials, or ordinary citizens?
