The necessary and proper clause is a section of the constitution (Article I Section 8 “Clause” 18)

that states

“ The Congress shall have power …To make all laws which shall be necessary and proper for carrying into execution the foregoing powers, and all other powers vested by this Constitution in the government of the United States, or in any department or officer thereof.”

Basically what this means is that Congress is able to make laws in order to ensure it’s duties are being done. Since this is pretty vague it can be applied to a vast amount of things and allow Congress to do things not specifically stated in the constitution.

Since it is homework I don’t want to give you all the answers. Some of the best learning is done through your own research and discovering. That being said I will give you some hints to start you off. I suggest looking at air and water pollution regulation and how congress is able to enact these. Good luck!
