Both it and I are subjets. As “it” the first it reigns the form of “to be”. Compare: I am it. It is I.

Unless you are using slang or “street” talk as your first responder did, there is no gramatically correct sentence using “I” as the only subject and “is” as the only verb. EXCEPT….. “I” is the letter just before “J”.
