Yes, but it is relative. It is relative to stationary. When something is stationary, it is neither up or down, but if you move it, even backwards or forwards, it might move up or down, depending on how level the stationary object was prior to moving. Up is also relative to other objects that are stationary.Unless they are situated exactly at the same level, they will be up or down as they relate to the original object.
