If the school does not specifically ask you for teacher recommendations, than yes, it can be from a supervisor. I would suggest you submit at least two teacher recommendations, anyways. That recommendation is good as well, but you want recommendations from teachers when you are applying to a school, it’s just a better source for your scholastic aptitude.
