Contact the American Red Cross and/or other schools in your area. Many of them have manuals that you can use as a template for yours. In any case, you should get input from your local officials (like the police, fire, disaster management). Most of these people would LOVE to help you plan in advance for emergencies (as opposed to them having to come in after something has happened and have to settle the situation on the spot).
I REALLY MEAN IT: you would probably get more assistance from them in developing a manual than you would know what to do with. They might even write it for you.

Step Two – Alert the teachers
Step Three – Have children get their coats
Step Four – Have children put their coats over their heads and climb under their desks
That is what we did in the 50s and 60s according to the federal guidelines. Probably work just as well today.

May I ask why you need a school disaster management manual? In this day of terrorism, it makes me leery to think of giving someone this information.
