At what point (if ever) would you call and ask a librarian a question?

Most public librarians provide this service for free.

If this service slacks up, do you think it is because many people find their answer(s) on the internet, or they are too embarassed that they cannot find it on the internet, or they do not feel comfortable asking a librarian for assistance?

I am a librarian and I take phone calls all the time. I don’t know why so many people think librarians are rude. It’s too bad they have had bad experiences, but they shouldn’t generalize like that. We are trained to help people locate information, and contrary to popular belief, you can’t find everything online! Most reputable sources require a subscription. And to the person who claims I am obsolete — why is library science in the top ten fastest growing fields??? Cite your source on that one! (oh, I think you’ll have to call a librarian, huh? My source is the US Department of Labor’s Occupational Outlook Handbook)

If you cannot find the information you are looking for on your own within a reasonable amount of time, then go ask the librarian! They have a pretty good knowledge of research skills and can either guide you to the proper area to search or they will find the information for you (though it may take them some time depending on their duties).
