Are state colleges tuition free in California for residents?
Are the state colleges in California free to attend for residents? Also, how long must one live in California to be considered a resident for this purpose?

No. I wish. In fact, tuition has been increasing and our governor would like to raise them even more.

The state colleges in California are not free. In fact, they are more expensive then a local community college. If you are a California resident, your local community college fees are waived, if you sign up for the fee waiver form. However, books aren’t. Sign up for financial aid. If you are under 24, ask your parents for their income information. If your parents won’t let you go to college, then wait until you are 24. That way you can be an independent student. The financial aid office won’t care if you live with them. You won’t need their income information.
