I learned my tables and the alphabet by rote. Later I understood what was behind the tables but I knew them by rote first.
In the USA, kids learn the presidents, by rote. Songs and poems are learned by rote.
Rote is for anyone. Understanding often comes after the rote learning.

Average students may find some benefit in that, but they should really be learning WHY things are the way they are (eg: rote learning might tell you that 5×5=25, but students should really be learning what 5×5 means, and why it is 25).
Gifted students should never need to learn anything be rote.
