Sheltered instruction usually means that there are ELL (english language learning) students in the class. The class is taught slightly different to accomodate such students. A sheltered class usually has two different types of objectives in any given lesson. The first objective is the content objective (basically your subject material) and the other is a language objective (which helps foster and develop english proficiency skills). The class is also instructed in a way that everything is comprehensible to the ELL student. The student is still learning 4th grade material, but it is taught in a way that ELL students are able to comprehend it.

A Sheltered instruction class will rely on techniques such as cooperative learning, adapted texts, the use of visuals and demonstration, and the use of slower speech and fewer idiomatic expressions.

Many teachers with a sheltered class will follow a SIOP (sheltered instruction observation protocal) lesson plan, which stresses the language objectives as well as the content objective.
