Not in L.A., but most stores like WalMart, Target, K-Mart carry plain t-shirts in toddler sizes. You’re more likely to find them in the boys’ dept.

Do you have a Dollar Tree near you? Their stock varies from store to store, but the one near our house carries discontinued brands and/or T-shirts with slight imperfections for $1 each, ranging from infant to adult sizes.
I bought 10 of them to dye for a camp project that my daughter was involved in. The quality of t-shirts varied, and it was obvious when the shirts were dyed, so you have to really look through the pile, but it was worth it for the price.
It may be worth checking out 🙂

Look in your area for a crafts store such as Michael’s. They usually sell them in bulk and are cheaper than regular stores. Also try S&S Arts and Crafts but I don’t know if they ship that fast.
