Because you would make brown by mixing colors that are opposite each other on the color wheel. Red and Green makes brown. Yellow and purple makes brown. Blue and orange make brown. You can make a darker brown by using more of whatever the darker of the two colors is in the color combo that you are using, and you can make a lighter brown by using more of the lighter color in the color combo. Since the color wheel is a Circle, it wouldn’t make sense to include colors that are made by mixing colors that are opposite each other. Also, colors that are made entirely of or including black and white are not included on the color wheel.
Also, black is made through a mixture of red, blue, and yelloww. Essentially brown is, too (since purple is really red and blue, orange is really red and yello, and green is really blue and yellow). Black would use more uneven amounts. White cannot be made by mixing colors–you just use white paint.

The color wheel contains primary and secondary colors(primary:red,blue,yellow secondary:orange,green,purple.)I believe brown is a thirdendary color(purple+yellow=brown)

Brown isn’t the only color left off color wheels. It’s because you can’t achieve it through a simple mix of the primary colors (red, blue, yellow) or their secondary mixes (purple, orange, green) when you’re working with pure light. (You can with certain kind of paints, I hear.)
There’s also no grey, no pink, no lavender, no magenta–lots of colors can’t be created using pure light.

Because if you take all the colors and mix them together, it makes brown

Most likely heavy brake dust as the stock pads tend to do that. It also could be road oil that sometimes runs onto the wheels when you are driving around. Just wax your wheels to keep the dirt from sticking to it in large amounts…
