12 hours makes you a full time student. Anything under that is part time.

It depends on whether it is a Masters or PhD program. For Masters, usually after your first year (2 yr program, course requirements vary by school/area of study). For the PhD programs, after you pass your Qualifying Exam(s).

Usually two courses would be considered half-time.
