look at the cost of attendance for schools in each of the cities. this will let you know how much you can expect to spend on rent, utilities, food, etc. in a typical school year. the cost of attendance is based on a standardized formula.

Smaller towns are generally cheaper, but not always so because larger cities have low-income apartments, but do you really want to live in a Dallas low-income area? I wouldn’t.
Therefore, I would guess that Manassas or Virginia Beach might be the cheaper of the group. Look into the schools, tuition and dorm or apartment costs more thoroughly. If you talk to people at each university you are interested in, I know that they carry and offer detailed information of estimated financial requirements to attend. Good luck!

Of the ones you mention, Philadelphia is the best. There are a number of great colleges in the area. It may well be the cheapest as well.
Virginia Beach and Manassas aren’t really cities.

look for schools in the west (not west coast)
or look for schools in the south.
