Why are blacks and latinos not doing well in school, in general? Or is this a false statement?

well i think its a false statement… performance in any field cannot be rated by the race.. it’s how determined a person is to do well..

This is a big generalization and stereotype. But the fact that I am caucasion really disqualifies me from knowing as much about the other cultures like a Latino or African American would.
