Although this is a Playfair cipher (see the Wikipedia page below), it is almost impossible to decode manually without the keyword or key phrase.
Lord Peter Wimsey managed it, in the murder mystery “Have his Carcass” by Dorothy L. Sayers, but only because the writer had left the word spaces as in the original message, and he could guess a word or two.
