The Secretary of States name is Colin Powell. My sister says its pronounced Colon and I say Collin. Which one is right?

If you was seeing it written down for the first time without knowing he does it differently both you AND your sister would say Colin not Coal-on

It’s more like your sister. I’d say it was COE-lin (emphasis on the first syllable), more than Colon. Because that can have an ah sound for the second syllable.
