What is meant by “to this end”?

I’ve seem this phrase quite often. Can anybody help?

If someone states a goal, then says, “To this end, we’ve done such and such…” The “end” is the goal.

So it just means “for the purpose of achieving ‘this’ goal,” whatever “this” refers to, or something like “with this goal in mind.”

‘To this end’ means ‘with this intention’, and ‘to achieve this outcome’. So, ‘to this end (with this purpose in mind) we arranged for the parcel to be be delivered by courier’.
