It is normally used in conjunction with the raised middle finger gesture. It has become so common place that the gesture is almost redundant and the statement suffices to convey your intent.
So it said to retort to somebodie’s suggestion, action, comment, advice etc etc and basically means you aren’t happy with whatever they did and so, “stick it up your ars*e”
