Sunshine rules are supposed to keep things in the public eye. This has applied to banks (in that certain agreements, contracts, etc. must be published), to politics (an online organization is pushing for a “Sunshine Rule” demanding that all bills are displayed to the public for at least 72 hours before reaching the floor) and in other organizations (for example, an ordnance stating that all members must be informed of any executive decisions 30 days before they go into effect).

has to do with any time of meetings – if it is a open meeting in other words a government meeting that is open to the public is considered a sunshine meeting or (rule) or the other hand if closed it is consider a meeting in the dark….

in reference to such things as city council meetings, it is meant to keep them from meeting in private out of the public eye.
