Disorganized is when something was once organized, but is no longer. Unorganized means it’s not organized, whether it was before or not makes no difference.

Disorganized Or Unorganized

I would guess that disorganized is the state of once having been organized and unorganized is never having been organized at all.
So you can say “The files were all disorganized after the audit.”
And “The whole place was unorganized and sloppy.”

I prefer this emphasis: disorganized = badly organized unorganized = not organized (without any pejorative connotations.)
