That sentence means you’ve been sick up until now, and it sounds like you’re still sick. I would say “I was feeling sick last week.”

No. “If” requires a conditional claus. You would have to write something like: “If last week I was sick, but this week I am all right, I would not go to a doctor.”

Try “I was sick last week, but this week I am fine”.
